<I had this problem as well and I got it solved by putting the creamAPI files not only at the launcher folder
AppData\Local\Programs\Paradox Interactive\launcher\launcher-v2.2022.2\resources\app.asar.unpacked\dist\main

but also at -
steam\steamapps\common\Crusader Kings III\binaries>

你用贴吧皇家版那个1.44 DLC补丁就行 那个就带这个DLC解锁了 但是需要手动下一个DLC文件
