已然丧心病狂，法案也能mod

修改建筑已然不能满足我们了，现在让我们来添加新的法案

比如这个，东 莞 坚 强法案。。。。。
这么好的法案，让我们通过吧

看来资本家们很满意

宗教人士就不太喜欢了（不要让我在特殊场合看到你们哦）

取消后大家又都正常了。

文件和教程比较复杂，而且还有很多参数没有尝试，包括想搞出促进旅游业的效果 。我整理下再给大家研究
修改文件在此，仅供mod爱好者研究代码，无任何编程经验的玩家请勿尝试，不兼容任何已知汉化，兼容正版
重新编译进packs文件夹的lua.hpk文件中
放在 根目录/data/Scenario 文件夹下
放在 根目录/data 文件夹下
然后把下面的代码加入game.csv中
