Lightning is more useful than Fire for two reasons. First, there's a whole crowd of enemies who are highly resistant to Fire. Lightning even a Revenant can't resist. It's also a bit better against melee enemies since it drains their stamina getting rid of their special attacks. Make them run to you through a Tempest and they no longer will be able to bash you.
Second, in general I find the lightning chain more useful in normal mob combat, Fireball or Inferno are great battle openers but when you're surrounded (and you're very often surrounded and outnumbered after the first few seconds when you can cast long-range fire spells) Shock, Lightning and Chain Lightning is something you are far more likely to use than anything in the fire chain. Chain Lightning has irritatingly long casting time but also has no friendly fire allowing you to deal hundreds of points of damage in a situation where no other spell would work without friendly fire. And you still have Tempest for long-range.
Getting all three Shock, Flame Blast and Cone of Cold is fun to play with. You run your mage to one of flanks, freeze a crowd of dudes, set them in fire and finish with a lightning testing all their resistances almost at once since casting times for those are minimal.
So branching out to get all the basic spells while not being master in one of schools is a viable tactic as well.
