In order to play Neo Mario Galaxy on real hardware, you need a Wii or Wii U console, a Super Mario Galaxy 2 game disk, an SD card, and the Homebrew Channel with Riivolution v1.06 installed on your console.

Unpack the ZIP file's content to the root of your SD card.
Insert both the SD card and SMG2 game disk into your console.
Boot up the system and launch Riivolution.
Set Game to Enabled and hit Launch.

If you want to play the game on newer Dolphin versions, extract the files somewhere, right-click Super Mario Galaxy 2 in Dolphin, and select Start with Riivolution Patches. From here, simply select the folder that contains the extracted nmg and riivolution folders and enable the patch. There's also an HD texture pack for this mod. You can combine this with the Super Mario Galaxy 2 HD texture pack for the full experience.
